## Summary
when i try to save and activate my programme i get 'failed to save, internal server error' repeatedly

go to programs, enter draft program, press save program

saves and adds to calendar
## Actual Behavior
just says internal error so cant actually add my programme

This should be completely fixed- dont hesitate to yell at me if it happens again!

The primary path that was causing this error should now be fixed and live, so you should be able to create the program like you were trying to do- there's another set of changes coming right behind it that will fix any of the lingering edge cases where this can also happen as well

This is an error with custom exercise creation for exercises that do not already exist on program/template save, I'm getting fixes deployed right now
